030425CM0323SPRINGFIELD — State Senator Rachel Venture led a measure through the Senate to transfer approximately 139 acres of land in Joliet to the Forest Preserve District of Will County following reports of misuse by nearby residents.

"This transfer will bring much-needed oversight and cleanup to land that has been neglected for too long," said Ventura (D-Joliet). "Management by the forest preserve will not only enforce proper use of the land, but will also expand access and accountability to the local community."

The land in question was once a part of Collins Street Prison, which was shut down by the state in 2002. Since then, the land has had a long history of misuse, with some of the documented incidents including unsanctioned firearms practice, unsupervised fires and alcohol consumption, illegal dumping of construction materials, and unauthorized tree removal and wetland alteration.

Upon the transfer, the Forest Preserve will assume the environmental cleanup and mitigation of the open lands, including existing utilities and roads, allowing them to enforce rules and regulations against prohibited uses of the land. The land will be acquired through a $1 quit claim deed.

The Forest Preserve District is eager to collaborate with state leaders and local partners to ensure the full promise of this property is realized.”

Senate Bill 1698 passed the Senate Wednesday and will now head to the House for further consideration.
