HB 3489SPRINGFIELD – A new law sponsored by State Senator Rachel Ventura and State Representative Michelle Mussman that will expand the types of contraception pharmacists can dispense to include emergency contraception and non-hormonal options goes into effect Jan. 1.

“By increasing the types of contraceptives pharmacists are able to prescribe, including non-hormonal options, we are expanding health care accessibility that will allow every individual to make the best choice for their birth control,” said Ventura (D-Joliet). “These medications have been shown to be safe, effective, and essential for people who do not respond well to hormonal birth control options.”

House Bill 3489 expands the type of contraception pharmacists can offer to include hormonal, non-hormonal and emergency contraceptives, including Plan B (levonorgestrel pill), Phexxi (non-hormonal), and Ella (ulipristal acetate pill).

“Emergency and non-hormonal contraceptives are just as essential as hormonal contraceptives, and yet, seem to be much more controversial,” said Mussman (D-Schaumburg). “Any and all decisions being made about medications should be made between patients and healthcare professionals. By protecting and expanding access to contraceptives, Illinois furthers its commitment to reproductive healthcare and the patient’s right to make decisions about their own body.”

Illinois joins 30 states and the District of Columbia in allowing pharmacists to prescribe contraceptives, 17 of which specify that pharmacists can dispense extended supplies of contraceptives.

House Bill 3489 takes effect Jan. 1, 2026.
