SenVenturaSPRINGFIELD — A measure sponsored by State Senator Rachel Ventura to make plug-in solar panels legal and accessible in Illinois – in turn expanding clean energy options for renters, condominium owners, and residents who currently face barriers to installing traditional rooftop solar – passed the Senate Energy and Public Utilities Committee Thursday.

The legislation would allow the use of small, plug-in solar energy systems, often referred to as “balcony solar” or “plug-in solar panels” that connect directly to a standard electrical outlet and provide immediate, low-cost renewable energy for homes and apartments. The bill establishes clear safety standards while preventing unreasonable restrictions that block residents from using these panels.

“With energy prices on the rise, more people are looking to green alternatives to cut costs,” said Ventura (D-Joliet). “Plug-in solar panels are a simple, affordable solution that empowers people, especially renters and condo owners, to participate in the clean energy transition.”

Plug-in solar systems, already widely used internationally, offer households the ability to generate clean power for low installation costs while saving hundreds of dollars a year on their energy bills.  Supporters of the bill, such as Permit Power and Vote Solar, say this technology can also help reduce strain on the electric grid while expanding energy independence.

An identical version of the bill, House Bill 4524, has been introduced in the House of Representatives by State Representative Daniel Didech, who also prefiled for SB 3104. 

“This legislation is about meeting people where they are,” said Didech (D-Buffalo Grove). “Whether you live in an apartment, a condo, or a multi-unit building, you should have the right to access clean energy and take control of your utility costs.”

The bill includes consumer safety provisions, electrical standards, and coordination with utilities to ensure plug-in solar systems are deployed responsibly and effectively. By opening the door to smaller-scale solar adoption, the legislation aims to accelerate Illinois’ clean energy goals while making renewable power more equitable.

Senate Bill 3104 passed the Senate Energy and Public Utilities Committee Thursday and heads to the full Senate for further action.
